How California calculates it
The vehicle license fee is the big one. California charges 0.65% of the vehicle's market value every year — for a new car, the price you paid. The value drops on a fixed schedule: 90% in the second year, 80% in the third, down to 15% from the eleventh year. It's deductible on your income taxes.
Fixed fees: $76 registration, $34 CHP fee, and a transportation improvement fee from $33 to $231 depending on the vehicle's value. Zero-emission vehicles from model year 2020 on pay a $121 road improvement fee — except on the first registration of a new ZEV bought from a dealer. Counties add small district fees.
Sales tax is 7.25% statewide plus local district taxes (up to 10.75% in some areas), based on where you live. Dealers collect it and allow trade-in credit; after a private sale you pay the same rate as use tax when you transfer the title.
Buying used: the existing registration carries over. You pay use tax and a $15 transfer fee now, and at your next renewal the vehicle license fee is recalculated on your purchase price.
What to bring
- The title (pink slip) signed by the seller
- A smog certificate from the seller for most used vehicles
- Application for Title or Registration (REG 343) for new residents
- Proof of insurance and ID; new residents also need a vehicle verification
